He was born in 1977 and he started learning music from Prof. Cenan Akin in TRT Istanbul Child Chorus when he was 6 years old. He entered Turkish Music State Conservatory at Istanbul Technical University in 1988 and studied violin under Prof. Ayhan Turan.

He entered the Department of Composition of the same university in 1994. He studied Turkish Music Analysis, harmony and counterpoint, Turkish Music Forms, piano and graduated from the university with honours in 1999. Balci continued his Master's degree at MIAM (Center of Advanced Music) in 2000 and studied composition and music theory with Prof. Kamuran Ince, David Osbonand and Pieter Snapper. He completed his Master's degree at Halic University in Istanbul.

His compositions and arrangements were performed by Presidental Symphony Orchestra Turkey, ITU Chamber Orchestra, Istanbul Orchestra, Istanbul Chamber Orchestra, CRR Istanbul Symphony Orchestra, Tekfen Philharmony Orchestra, Tirana Philharmony Orchestra, Bakirkoy Chamber Orchestra, Izmir State Symphony Orchestra, Cukurova State Symphony Orchestra, Eskisehir Municipality Symphony Orchestra, Mersin Opera and Ballet. In June 2006, in Carnegie Hall, at his recital, Hakan Şensoy performed as the world premiere Oğuzhan Balcı’s composition for violin "Variations on A-Theme of Alaaddin Sensoy".

He has been teaching composition at ITU Turkish Music State University since 2000. He is also the founder and permanent conductor of Istanbul Orchestra.


Born in Istanbul, with an extraordinary talent and disciplined study, Cihat Aşkin graduated from Prof. Ayhan Turan’s class with success. He completed his Master’s and Doctoral degrees in London at the Royal College of Music. He gave his first recital at the age of 12 and was able to play all Paganini Caprices before he was 15.

Upon his arrival, he was appointed as Associate Professor in 1998 and Professor in 2006, at ITU. Under the same roof, he carried on his academic and artistic activities from 1998 to 2012, as the founder and co-chair of MIAM (Advanced Research Music Center). Askin served as the Director of Turkish Music State Conservatory of ITU between 2008-2012. Being a prominent figure in music, he shared the same stage with world famous artists like Cobos, Dmitriev, Yoel Levi, Shlomo Mintz and Ida Haendel. He has been to festivals and concerts across USA, Europe, Middle East, Asia and Africa. He participated as a jury member in international contests, which held in countries like Bulgaria, Serbia, Poland, Israel and Switzerland. Aşkin made the first CD recordings of Turkish composers U.C.Erkin and N.K.Akses for Kalan Muzik. Being a noted champion and broadcaster of modern Turkish music, he made albums of his own compositions. Apart from being a performer, Aşkin made musical arrangements for violin and various instruments, film soundtracks, radio and TV recordings. He worked with Warner Classics and CPO. Among his many prizes may be mentioned, Menuhin and Flesch, he is granted the Foyer des Artistes award in 2002 and the J. F. Kennedy Center for the Performing Arts - Gold Medal award in 2009. In 2007, he founded Askin Ensemble with an aim to fulfill the needs of variety of quality music, develop chamber music projects and to support growing young musicians. In 2004, he realized an educational project called Cihat Aşkin and Little Friends (CAKA), which aims to support young talents and develop violin education throughout Turkey.

The virtuoso uses a violin by Jean Baptiste Vuillaume (1846) and Joseph Gagliano (1796) in his concerts.
